I saw this yesterday, saw ear tufts, and moved on without thinking it was anything but a greathorn; but the owlpages asio otus gallery pictures match this guy's face very nicely.
Yeah, I saw the bright colour on the owl's face and realized it wasn't quite a Great Horned Owl.
I have to wonder how long it would take before the cameraperson would have taken action, whether calling animal control (if it's alive and can't get back up) or simply digging a hold and dumping it in (if it died).
Actually on closer examination it appears to be a long-eared owl instead. Great Horned Owls don't have facial disks that kind of colour. Their "horns" are also on the sides of their heads, rather than sitting on top between their eyes.
The owl is so fat, it looks like a weird chicken.

My mom says it woke up after 2 minutes and was there 5 minutes before flying away.

Again, I'm glad it wasn't badly hurt. But at least you got a great close-up on it.
If was badly hurt, however, it would have been a good idea to call animal control and have it rehabilitated.
