It's the bags that cause the real problem. What's wrong with just shoveling it off the trail or throwing it far into the woods? Does dog poop itself really harm the environment?? Why is there even a need to bag it. Most dogs don't poop in the middle of the trail anyway, and for those that do, the owner should pick it up. But taking people's money by force b/c of something this insignificant sounds even worse.
pick dog poopie up or get ticketed...
