Republicans controlled Congress from '94-06 and didn't pass a single bill to regulate the housing GSEs. Dems couldn't block anything in '03 because they were in a minority. The GOP didn't table any legislation in '03. In '05 a bill to regulate the housing GSEs was passed in the House with bipartisan support (HR1461) but Bush opposed it, and so the Senate shelved it. The Senate Banking Comtee then passed S190, but the Republican Senate leadership never sent it to the floor for a vote.
