it is impossible to fly 100 miles per hour in the air with an elliptical chute... this is just a powered parachute (ppc)... it could possibly fly 50 mph in the air but only if it had a 25 mph tail wind... on the ground however it could go 100 mph because it is only the friction from wind and the tires/bearings which would slow it down...

Of course it's not a "flying car". You can't start from a car and add things to make it fly. You need to start from something that can already fly (so it can already physically move on the ground) and add what is required to make it street legal.
