It should be able to fly outdoor in light breeze. One thing about tandem is that the electronics need to keep the 2 rotors in a level plane. Too much wind can create a 'rocking horse' effect for a small model. It is possible to make it fly better by using a higher-end mixing board. I'm using a 'Tech-MP' tandem mixer, it works great on my custom tandem (with small 200mm-blades)and can handle a quite a fair bit of wind outside. :)
That airframe looks like a 1/32 scale model by Trumpeter/
