This segment is from 2002. How I know is, since 1982 (when the Weather Channel first debuted) there have been only THREE years in which Feb. 11th fell on a Monday. Those years were: 1985, 1991, and 2002. It obviously can't be from '85 or '91 since the 4000 emulator didn't exist in '85, whereas in '91, there were none of these sophisticated graphics or coloring schemes; the background was just a plain purple screen (which I clearly remember).
weather star 3000, yes, most headends used it all the way until 2001 until the fcc said it wasn't legal, since it didn't send the weather alerts in he case of threating or severe weather, the 4000 did, some small cable head-ends still use the 4000, but right now, the chosie for many is the XL or intellistar
