They don't require a registration or insurance, so every idiot and his sister can get one and ride the roads with little regard for safety. Everyday I see them zipping between cars, cutting across lanes, etc.. Plus they allow them to park on the sidewalk like a bicycle. I think if they are on the road, they should have to follow the same rules as other vehicles.

The camera is there, because the police vehicle is there. The cop walks straight, because he appears to be on the radio. The driver of the car is on the phone, because he is calling "911" or whatever it is over there, the rider is ridged, probably because of brain trauma, and the car brakes but the bike doesnt probably because the car sees him and the red light, the rider assumes green so its ok to go and does not see the car.
