louis12346: I wouldn't be surprised if you are correct. I think you could be helpful or harmful. I think it's well-intentioned on the part of the US, however I fear it might be counterproductive as you suggest. I wouldn't be surprised if some of the technology and money ends up in the hands of smugglers and subversives.
