no, its called 12 hatch-in-base. its a new safer version of the 12 hatch. foreigners have been using it more recently.

12 hatch in-base was really popular back in like 2004. It's not common nowadays since the 1rax fe is the standard for terran players and zerg needs the gas to keep up.
