Being both a long time Megadeth fan, a musician, and a drug user, he is most definitely a little bit intoxicated likely alcohol due to rambling but could be weed as well. To answer the question below, Dave is a very logical person and to have a small amount of alcohol or weed after playing a large show such as download isn't a bad reward, both are acceptable drugs. He's away from his family, and he obviously is completely in control, just a little out of it.
