Mac or PC does not matter, that is just a platform, what matters is the program you choose.

Digital art encompasses a lot, but assuming you are talking about painting and drawing I would recommend you look at Painter from Corel, or Photoshop from Adobe.

In my personal opinion Painter has a more natural feel, and takes less time getting used to, however Photoshop has great editing and filtering options.

Many use both, I recommend you try both to see which fits you best.
