why does everyone get the concept of momentum wrong? its called static friction when he moves it from zero velocity and dynamic friction (which is smaller than static friction) to keep it moving when velocity > 0. therefore the amount of force needed is lower (F = uN = ma) if u just use welded wheels on a car, all you're doing is increasing the static/dynamic friction.
