The air at ground level was above zero. In fact it had been sunny all day, and it was warmer, like 10 or 12.
Snow falls really slowly, if it was snow coming from the clouds, it would melt before it got to the ground.

Snow doesn't fall that fast and with that amount of noise. It's soft hail.
