It's an obvious paradinha, which is an infringement of the laws of the game as defined by FIFA. You may not feint when you are at the point of kicking the ball. All I can imagine is that the Brazilian FA do not apply this rule. I wouldn't say it's clever though, it's been done before by many many players, the rule was introduced to stop it, and when he comes to play in Europe he'll have to stop.
@johnsmalling actually, there is nothing wrong with his penalty technique in reference to the pause before he kicks it, because as long as his body is moving forward, its not illegal. If you watch it closely, his body is still moving forward as he fake kicks the ball. Completely legit.

This pentalty technique is no different in terms of technique to what players do when in possession, such as faking (messi a great example) its just whether people view it as illegal or not, i know they refs dont tollerate it in the UK, but hes not playing in the UK, strange one!
