@narutoallsop No you don't. Getting 6 stars in GTA IV is like getting 4 stars in GTA SA. I've gotten 6 stars in GTA SA, by just killing police. And GTA SA was MUCH harder game. If you can't get 5 stars in gta iv without cheats/glitches, restricted sites and areas, you fail.
