This is a repo company. When people don't give up a car or what ever it is they will then show up in a car that looks close to a police car to make them think that they are going to jail if they don't give the car up.
When people don't give up a car you leave it, call the sheriff, do some paperwork, and come back with the proper authority. That's how a respectable repo company handles it.
