Low compression (worn) diesel engine rings/sleeves generate a semi-translucent large cloud when revved for 30-40 seconds. This is not a plume he's talking about here, but an area-wide cloud. He says this is a surrogate for a proper compression test and that makes sense as a quick test you can do without equipment. It's a rough guide, sure.
