Morrow came out only a year after Tony Stark was created, and that Red Tornado and Iron Man weren't all that similar looking when Red Tornado was created (who was based off of the design of a Red Tornado character from the 1940's), both Tony and Morrow were both probably based off of Howard Hughes, rather than each other. Not everything is a ripoff.
