The view argument I agree with you but from personal experience, it doesn't take the guards much to come on the heavy (mayday, dublin) and even trump up some ould charge to arrest you just to keep you quiet (donegal).     3) Force was justifiable here as he did not comply with the gardaí, so he should of been brought to the ground and cuffed there.
