This happens to me too, but I've noticed that this guys come out to Wild Territory if you encounter so many of them at Yantar. It must be some weird placement bug or something. I've even seen the Mercs that take hiding up there even get into combat with those things and lose miserably lol.

You can buy special versions of certain armors in Oblivion Lost that have gas masks but they're extremely lame because they obscure your view while only bo0sting your rad protection a slight bit (something like 10%). A gas mask wouldn't really do jack squat against radiation in reality.
