this is an excuse to WASTE tax-money. you get the same result from a freaking roller. you can even get a bunch of rollers and organize "paint-overs" for high-school kids trying to earn community service hours.
why not spend the "millions" supposedly wasted painting over graffiti and open up a youth sports/art center where kids can go play and safely and "legally" paint?
