JFK is proclaiming that he will reveal anything as long as it doesn't threaten national security. The conspiracy he speaks of is simply the spread of Communism, and the USSR.

Nearly every speech JFK gave in some way leads back to his fight against the USSR. And though this is directed somewhat at the military industrial complex, it is by no means directed at some secret conspiracy.
