Kisame has a chakra level even greater than a jinchuuriki + he has samehada making him "a bijuu without a tail" as said in the manga. He becomes stronger the stronger his opponent is because of his ability to absorb chakra. As soon as his opponent is a great ninjutsu user, Kisame has the upper hand. But if it comes to taijutsu, he is considerably weakened. It is actually hard to say whether Kisame would win vs. niidaime or not, because of this. Gotta love Kisame ^^

@Shadowlooker12 although the second is a kage, it doesn't mean they are best. kisame may not be a kage but he is known as a tailless beast, as he has chakras of a tailed beast but is not one. his techniques and strategies are really good as well, he won't lose out to the 2nd. nidai can use water techniques in a place without water, but kisame can create an ocean to use his water techniques.

Yeah, Anime getting filler as usual replaced SuisShouha with Suiryuudan. Anime is filler, dont expect it to be cannon.

The handseals are only used to control your chakra for the attack, but if you mastered the technique (Nidaime is number 1 Water Master) then only minimal handseals or even non are nessecary
