@klm4298 i posted this over 9 months ago in that amount of time i bought the losy chapters and i agree with you fable 2 is average and the lost chapters is the best because fable has been downgraded over the years and now the new one thats coming out is a fps so now lionhead is throwing the fable series in the garbage and now im never gonna buy a new fable game beacuse of that ( i have fable 1,2 and 3)

He is able to attack innocent townfolk; perhaps the guards are getting a little lazy?

Also, the weapons vendor has an abundant supply of weapons!

Thats easy to answer, the constant killing of evil characters such as bandits and monsters gives you good points, so with that the bad deeds maintain the evil and good bar at the center.

If Bowerstone South is a peaceful town, why do the guards carry weapons? Shouldn't those be confiscated too?

You probably know this already but bandits don't uphold that law and so the town needs some armed protection against the bandits and other evildoers. It's not that I don't get your logic and it would make sense if they did have to confiscate their own weapons.

There is a way to kill them though, there's a guy at the bar in town, a mercenary, if you hire him and start trouble, he will kill anyone who attacks you, even towns people xD

If you have good disposition, sacrifice the 2 good mercinaries at it at midnight and boom, you get Skorms bow, If your evil, sacrifice townspeople who will follow you there. At the temple of avo, if your evil, donated a million gold at once, and you get all the rewards, if you good... well... I hope you have alot of time on your hands, since you need to donate a bastard huge ammount.

Did you know that from the first moment you leave the heros guild, you can run all the way to Oakvale with out accepting any quests.....heheh, by the time I actually met with Maze at Bowerstone south, I had killed all the people of Oakvale several times over(the only way to accumullate money EXTREMELY easy and fast at this point in the game) so I come and speak to Maze, and he didn't seem at all perturbed by my horns, and later told me to reaquip myself, even though I was wearing plate armour...
