A steel building (skeletal) frame can never collapse in it's usual form.

The vertical framework has to be simultaneously disabled on all floors, or the properties of the steel have to be simultaneously lost or altered at all levels. A partial disabling, or partial transformation which does not cover the entire structure, or is not carried out simultaneously, will always result in the remainder of the frame intact,or buckled.

It may fail,shear,or melt, but to collapse the above must also occur.
