Georgia has a history of doing this to people. I remember I went to court for something very minor. I had to pay a fine. I showed up. 2 weeks later I was arrested as cops bombarded my door with guns to my head. I was perplexed and frightened. I questioned them why I was being arrested. They then said for missing court. After they could prove I showed up to court as there arrest was in great error one of the Lieutenants apologized to me and I was released shortly thereafter

and if you didn't notice there is a monopoly on the process of filing criminal charges. It is possible that maybe a privatized system could be mroe effective but they wouldn't be allowed to make arrests, etc.
and your comment also points to the fact that cops prevent crimes rarely. They usually show up after the crime and start handing out tickets like condoms at a gay bar

usually they are the clean up crew for homicides, rapes, assaults
and they don't do major investigations but leave that to specialists usually
