dude. the music is annoying on how it repeats and how its turned down for a split second for a speech then after a sentence turned back up then a half second later turned down again and again and again.

Yes, you keep them through a wipe. All the pieces, dull, and charged focus's.

Yes. It doesn't say anything in the quest text but you're not getting the item you need without all those items to open the portal.

Really hope Heart Of Ragnaros doesn't drop from ONLY Heroic...and ontop of that having to deal with Rage of Ragnaros which he casts on the person on the quest seems kinda harsh. I'm at 150 seething cinders and im worried about that xD. Having his heart drop from a chest when he flees seems a little odd to me...who knows though. /fingers crossed

Yea. I feel it would be odd to require you to kill the last heroic boss in a teir to finish an item presumably intended to be used... to kill said boss on heroic.

Ive been trying to find out at what rate the cinders drop and from what?

The 1000 cinders for the next phase? They drop from bosses in FL as well. ~50 per normal mode boss and ~80 per heroic mode boss. You can get lucky with amounts as well. It should take about 2.5 weeks to get all 1000 for a normal guild.
