@MrSeaPanda Make the gradient white to black (white as foreground, black as background), follow the same wave and polar coordinates settings. Then, press ctrl+L or go to image>adjustments>levels and drag the left arrow far to the right. That should sharpen up the black and white. Then, just use the black and white starburst as a layer mask over whatever gradient you want to use, or select the black or white areas and change the colors manually. :)

@9after9 He most likely "animated" the image in one of the many video editing programs.

Document size I tried was 800x600 and the effect came out ok. I tried different sizes and it all went wrong. Try that, it should help.
