Have you tried a closer plate spacing. It's hard to get any production with straight water. But if you give the electricity less distance to have to cross, you will get more out of it.
Actually, the space you want between your plates depends on how concentrated your electrolyte is. The best production rate I ever got was with plates nearly 1/4in apart but a really strong KOH solution. There are many techniques that work well. Closer plates = less electrolyte in solution. With distilled water, you pretty much must use electrolye for brute force electrolysis.

make the spaceing between the plates as small as posable thats the only way i noe of eliminating a electrolyte.
