They sorta do this with Deathwing, I've seen some vids from the beta where Deathwing randomly flies overhead and kills everything in the vicinity, including players and npc's. Doubt it happens in cities though, plus it's an achievement to be killed by him.

@TheWickedrs Highlord Kruul was one of the Pre BC World Bosses, alongside the Nightmare Dragons, Teremus and Twilight Corruptor.

Back then, Blizzard hadn't implemented Leases onto the bosses, so it was easy to kite them from say, Stranglethorn to Stormwind, or Burning Steppes to Ironforge. In this case, HIghlord Kruul was in Burning Steppes, so he was able to be pulled to Ironforge easily.

It's tedious work too trying to get a boss into town without dying.

it was like a world invasion event... There'll be something similar a few weeks before wow's END. This would be like the "Fourth War", and the Burning Legion will open portals all around azetoth as the event lasts (a whole month), where demons will spawn. This war will end with an enormous battle on the Searing George, before the biggest portal, where there will spawn a number of demons according to be 100 times more in number than the PJs defenders. This kind of events are really cool.
