I know it's called a Rag, but it's jazz based on The Charleston. Ragtime was pretty much over by the beginning of the 20s and this was set during the end of the 20s. They're flappers, which would have been about '27 or '28; they're not too different than the characters Joan Crawford at the end of the silent movies.
