Let me guess: a user flags a video for the YouTube moderators to check if it has moving images or not, even if the video does not violate the terms of use policy at all...Really, I think it's beside the point whether a video that plays a music track on YouTube has changing images or not, since it can still be good or bad based on whether people like to listen to it or not, and it fulfills a purpose (though it helps to have one or few fitting picture(s) so the video doesn't feel awkward).

It's true that there are some website that might have a file of the music for people to listen to. However, there are those who also enjoy listening to tracks through viral videos, such as those on Youtube (I am one of them). Just remember that this music footage was requested by another user that wanted to hear the music by itself in a clip, and there isn't any real limitation on whether the footage should have movement or not in order to be uploaded on here.

@OceanBlueKirby That's their problem. If they want music they can visit a music site. Otherwise just put some gameplay footage or something. Whether or not there's a "rule" against it is kind of irrelevant. There ought to be.

Sometimes, folks do not know of any websites that can provide them with a music track they desire, or a file that plays the music at a certain length (I have personally witness this in the comments section of my Kingdom Hearts Music and Mega Man videos, as well as private messages). I have already uploaded about 100 or so videos of gameplay footage of various games (which can be seen from browsing my footages), so if you meant to tell me that, there was no real need to.

Being lazy is probably not the only reason they ask for a downloadable file, since it's also possible they're trying to find out where the user got the music (whether they were unsuccessful in finding it themselves, they'll know exactly where to get it, and so on; I'm considering reasons why people ask me where I get the tune for my music videos).

"A certain length" can depend on what one desires, but I have noted from myself and others that a file that plays a piece for one loop or less (considering that the track consists of repeating parts) can be a bit disappointing and may feel tedious to start playing it repeatedly if listening to it more than once is desired. A longer file may start to get tiring to listen to at some point before ending (though they can always be stopped early).

Credit what in the video, exactly? I don't need to tell what the song is in the clip since it already is on the title. I can, and usually do, provide where where I get the music from and who requested the music (if the latter is applicable) in the video description, so I don't need to do that in the footage itself, either. Besides, I think that tends to clutter up the video, anyway, so I don't want to do additional crediting in it.

I still think in-video crediting doesn't suit me, though, due to the afore-mentioned reasons (especially the cluttered appearance). I don't mind answering where I got it from if someone asks me about it (that way, if it is in the comments section, someone else who is wondering can see their question answered).

Technically, this is still considered a video since, as understading of what a video is goes, this is a form of media that has both picture and sound (usually; I've seen some that lack either picture or sound, but never without both). I think you're making TOO big of a deal over that particular aspect of this video (regardless of what you think a video should be). I've uploaded it the way it is, and there's not a thing you can do that will change that, no matter how much you complain.
