The rules about noisemakers are different for each stadium. It's up to each team to decide what is and isn't acceptable. I've heard Rays fans get their cowbells taken away by security at other team's stadiums.
About the air horns, the ones you push a button to make noise might be the ones you're thinking about, but as far as I know, the long plastic ones are still good. Security has never asked me about it except once when the guy didn't know they were allowed until he asked someone else.
