I don't know that you can in the Japanese version, but if you can, he didn't get it. Firstly, this was at the time when the game was brand-new in Japan, and secondly, he told us that he had 99 of them and that he had messed with the sav file to get them... so yeah.

you can get the destroyer's soul, puppeteer's wheel and pearl necklace in the blackjack course. They are stupidly rare. I myself have 3 destroyers souls. the thing with all 3 of those accessories is if you dont cheat, they break after 1 use lol. So he probably just wasted items he spent hours trying to find.

power leveling is not cheating because cheating usually refers to something you do that cant be done normally like cwcheats or gameshark. however most people do look down upon powerleveling due to the fact that it sucks the challenge (and therefore the fun) out of most games. however even with level 100 characters, there are some things in this game that without skill, you will die....epically.

Shantotto from Final Fantasy XI. She's mad tiny because she's a "Tarutaru", which is supposed to be the race in the game that is the most magically inclined and the least physically (which is really an exaggeration.
