Most speakers do not now memorize speeches, nor did those in the past . Before teleprompters they usually used an outline written on paper and that is why they looked down at the podium a lot . The summary covered the topics the speaker wished to cover in the speech thus he had to have an understanding of the issues he wanted to cover. With a teleprompter the speaker just reads the entire speech as it scrolls by him- a tool that makes dummies look good.

The teleprompter things becomes a non-issue when you think about who is criticizing him for it. Think about it, everything he says is being watched closely, non-stop. That was reported wrong. It was the prime minister that made the mistake by reading part of Obama's speech. The story took off the other way around though. Obama made a joke to further lighten the mood by doing the same and reading his own name. Not saying I know for sure but it wasn't a media event and there are better reports of it. Look it up more and judge for yourself. I think the best report was outside the US media in a UK news report.
