Defra have a conflict of interest as not only do they fund Encams(who ban dogs from beaches) but they also produce the guidance that states dog bans can only be introduced as a proportional response to problem caused by dogs Encams setting a one size fits all anti dog mandate for all UK beaches doesnt constitute a problem caused by dogs Blue Flags are spin as there are a finite number of tourist, if they go to one resort they dont go to another
