Milos is I think from one of the ex-Yugoslavian countries, probably either Serbia, Croatia or Bosnia. I don't think he's supposed to be from one in particular, just a stereotype altogether from the 90's war-torn countries. Practically, he could be either, since Milos IS a very common first name in all three countries, but the "ich" ending is mostly common for Serbian surnames.
Not Russian for sure, I can tell you that much at least.
