The touch-pause is a terrible rule. You're already leaning forward, reaching out to touch your opposite you lose your balance. Ontop of that the pause isn't enforced at all and half the time they touch and grab you and push you before engagement or pull you down to collapse your side. The ref doesn't care about releasing your grip when pause is called.
This video actually isn't very good for another reason. You see the players' feet? Both are up on their toes. If you play in the pack, you should know that in order to get the best balance you need to have your weight on your toes, but your heels still on the ground. This 90/10 balance distribution (if you will) allows for a full range of movement and such, but does not hinder the speed or power of the scrum engagement.

As well as this, the touch, pause, engage gives people a rhythmto pre-empt when to engage. Worst addition to scrums possible.
