As a landlord in Europe we are experiencing this and I am satisfied such is a violation of Article 8, Human Rights Act 1998. The authority is abusing its agreement having expressed I do not want to parrticipate and I have been punished for excercising my rights in law. I hope to challenge this in the European Court for Human Rights as such is a private arrangement. City Hall has already threatened to confiscate my rents for their own use yet I have a right to earn a living. It's an outrage!
