No government is the equivalent of anarchy, which only works if everyone involved possesses a high level of integrity. Adult consumption rose...but who cares, because the alcohol was more uniform in percentage per drink, so alcoholism fell. @jamient Each state's Republican party calls the shots on their primary, so you have to check out the primary rules for your state, if it's open or closed. Some states allow "undeclared" to vote but not "independent". Just contact your local elections office if you want, they'll know the details.

When you are finished with that, read the Bill of Rights, U.S. Constitution, and the Bible.
