I think it is different for everybody...but the main thing is just to find the moves that work for you. Do them over and over and over again. While you are waiting for the bus, waiting online for the toilet, etc.
Listen to the music, constantly. You have to love the music. Come back to old steps that you found too difficult, and try to use your whole body with every motion. Maybe the step looks like only the feet or legs are involved, but it is really your whole body that should be working. Most importantly, don't THINK- just listen to the music, and the movement will come.

well...a year to develop any kind of vocabulary. This was way at the start of last year, I like to think that I'm better/more comfortable/balanced with it now.
I do collegiate shag, charleston, lindy, a tiny bit of tap, jazz. I just started samba and Argentine tango. I love finding new movements in other dances and encorprating them into my charleston. Because what is charleston? Charleston is two kicks on each leg and then whatever the hell else the music makes you feel.

I think it took me about a year to get to the point where I could improvise and have enough vocabulary to have fun with it. You just have to practice constantly, learn new moves from other people, watch other people, watch old and new footage, find out which moves are meant for you/speak to you, and then try your damndest to get them into your body so that they flow out naturally and dynamically. I think learning charleston is a lifelong process.
