I am a fan of both of them, but I think Naruto wins. Here is some reasons. Shinobi are far more faster than wizards. Spells are incredibly slow, especially Avada Kadavra. Rasenshuriken is so strong that no ward in harry potter can block it. The reason is because rasenshuriken releases a near infinite amount of attacks when inside the wind sphere, remember the battle with Kakazu. Substitution jutsu can escape any spell. Some jutsu like Chibaku tensei are hard to escape...

A flick of a wand, and a couple of syllables, (six for the Killing Curse) can fire quicker than several hand signs, and words to use the Jutsu. What comes first; Several complicated hand signs and then "Fire Style: Phoenix Flower Jutsu" or flick of the wand and "Avada Kedavra." It will take a few ninja to distract with weapons while the Jutsu-users are preparing. Only ninja like Orochimaru could hold off.

@ArculusAmbleway Actually there are complex wand motions specific to each spell. As to Avada kedavra all I can think of is replacement jutsu before it hits. Maybe replace yourself with the caster so they die or susanoo and tsukiyumi

@ArculusAmbleway Personally, I think (in both series) there's always a huge boring talk before the fight..but if for some reason they were pitted against each other, I'd be a ninja. I could easily dodge spells with taijutsu alone, whereas wizards use their wands for everything and aren;t in good shape. Let's not forget genjutsu.

But one could intercept it with another spell or another object (so nature manipulation simply counters it). Also, one could dodge the spell. Naruto characters are much faster then HP-characters: sometimes one couldn't see them move. Therefore, spells aren't as quick as jutsu's: otherwise, no jutsu would be able to hit the enemy. And for Itachi: Voldemort would be in a genjutsu.

My personal opinion. It's a tie between Ninja and Wizards. Both parties have fancy gestures needed to cast "spells" some are more skilled than others etc. The only Ninja I can see hands down winning against almost any wizard are Itachi, Sasuke, and Tobi. Why? Their eyes. Also, looking at any part of them can trap you in a illusion. You can't cast spells if you're in dreamland. Ninja who will lose hands down. Lee and Ten Ten. Knives aren't gonna cut it.
