I've lived in China for 7 years and I've never seen a city or an intersection here where people followed rules. And the cops aren't what Americans would expect - they're really whimpy. They pull people over and are like, "Um, ma'am, would you please pay five kuai? You went through a red light." Then she can slap them with impunity (happened right here in Nanjing).
