This run wasn't one of the first "double-SC" runs. Actually this shortcut is very old, but I don't know when it was discovered, probably mid-2008.

it got discovered by some rosalina user, at around sept-oct, as i had a #6 euro regional when the new sc came, and it killed my regional in less than a day =(

I've tried that second jump of his that careens him over the second hairpin, and for the love of me cannot do it.

Do you know how he gets such a large amount of air on that second jump? Is it timing, graphics or speed?

I think you've to slow down (before the 1st jump) and have the right position between the 2 jumps to make the 2nd successfully.
