The Clinton Administration was not prior warned about any of it's intel as being incorrect. The Bush administration pushed the sale of the war in Iraq over the edge with it's mushroom cloud campaign when they'd been told by their intelligence agencies it was false.
Invasion requires much more verification/justification than punitive missile strikes.

Clinton went for missile strikes to reduce capability as a punishment for throwing out the inspectors the year before.
Bush, for an pre-empted invasion carried a bit more of a burden of proof. There were inspectors..and better intel. He just ignored it and had the intel shaped around selling the war.

Bush pussied out letting Bin Laden and a very large number of Al Qaeda to escape from Afghanistan and he pussied out without doing anything to find him in Pakistan. Obama has done more in the WOT than Bush did after the first months in Afgh.

Obama passed a Stimulus Bill in Mid February. With the economy still in shambles nothing could have been done to keep the unemployment rate from reaching 9.4 in May. No I do not put that 2.0 on Obama.
