HR is a joke. this position leaves too much control in the hands of humans. humans are imperfect. one major imperfection is bias. bias itself helps us stay away from undesirable foods or other things in our life. when this bias comes into play when selecting prospective employees, then it's a problem. HR people are trained to use that bias as if it is helpful. HR people are in the same league with corporate crooks, unjust judiciaries, televangelists, &c.
