Sounds like what would be expected for a Mannheim Steamroller version of this classic. It appears from the title on the photo and by the sound that the guitar work is perform by none other than Mason Williams himself. So can not be complaining about that.
As for the cover art, I do not think that this was the first time that the title was punned with references to motor fuels. The original artist's track must have been used in advertising gasoline, tires or other automotive products. Was it Sunoco 260?

Hey, he was just speaking his mind, man. I, for one, agree with him; the Manheim Steamroller version replaced the horn section (which was always rather nostalgic to me) with a synthesizer, and that took away the whole "classical" theme of the song.
