@droberts It is the rocket launcher from quake. It is called "The Original" in TF2 and can be acquired through the drop system, crafting or through purchasing Quake 4 before the 8th of August.

Oh and the stats are identical to that of the rocket launcher, though a normal rocket comes out from the side of your model while this one comes out from the center, which has a minor effect on shooting around corners.
