no it is completely legal and even recommended by the constitution for the people (Or a state in this case) to revolt against the Government.

In fact, the states are what formed the government in the first place, and then they abolished it under the previous articles of confederation (B4 the bill of rights), only to replace it with the current government we have now, so in a sense, the federal government is subservient to the individual states.
