I understand that it has to be variable but I thought that I noticed the guy turning a valve on the back. Physically controlling the variations. The same principal is used in the SCWD wavemaker. I could be wrong though.
It was moved manually to show the results, the finished product would be motorized and programmed for specific flow, this isn't anything like a SCWD, it is capable of 6000gph and reverses both input and out put to the pump.
Not to the general public, just to larger aquariums that have PLC programmers on site.

Why would it need a programmer? It looks like it is all controlled physically.

the timing from left to right has to be variable to allow for various sizes of tanks and rock work,
